Public Safety or Code of Conduct
At Bluhawk, we encourage all visitors to have fun while also helping to keep our community safe and healthy. Our top priority is the safety and wellness of our employees, guests, vendors, and partners.
If you see or experience anything you consider to be unusual or unsafe, we earnestly request that you report it immediately to our Bluhawk Management Team so we can address the issue quickly.

Discourteous, disorderly, and disruptive behavior is unacceptable at Bluhawk.
We strive to offer an unparalleled shopping and entertainment experience in a safe and secure environment. This Code of Conduct helps us keep that promise to you, our valued guests. We appreciate your cooperation in making Bluhawk a wonderful place for everyone to enjoy.
At Bluhawk, the buildings, garages, streets, and common areas are privately owned, which means we define the rules of conduct in these spaces. We reserve the right to refuse entry or ask individuals to leave if they violate this Code of Conduct. We may also involve local law enforcement when necessary to ensure the safety of our community.

By refraining from the activities listed below, together we can achieve a safe and successful environment:
- Use of obscene language or gestures. Racial, religious, gender or ethnic slurs.
- Behavior that is disorderly, disruptive or that endangers others.
- Defacing, damaging, destroying or shoplifting any property.
- Littering
- Running, skating, skateboarding, rollerblading, hoverboarding, bicycling, and operating electric or motorized recreation vehicles in pedestrian areas. “Horse play”, loitering, obstructing or interfering with the free flow of customer traffic.
- Fighting, harassment, shouting, offending others, sexually explicit language, or provoking confrontations.
- Use of the property in an improper or unsafe manner.
- Loud behavior, the playing of musical instruments or audio devices, and the blocking of store entrances, walkways, fire exits, or escalators/elevators.
- Clothing that does not adequately cover the body. All patrons must be fully clothed and cannot wear indecent, inappropriate or gang-related attire.
- Clothing that obscures the face, unless worn for cultural, religious or medical conditions, or mandated by public health officials.
- Possession of any item that could be used as a weapon, including but not limited to firearms, explosives, fireworks, clubs or sticks (except umbrellas, canes and other medical-type devices), knives with blades over 2” in length, or any other object(s) that may be used in any way to inflict bodily injury on another person, even if legally owned.
- Illegal possession, use, or consumption of alcoholic beverages or controlled substances. The legal consumption of alcoholic beverages may only occur in designated areas.
- Picketing, leafleting, soliciting or petitioning, unless authorized by Bluhawk Management.
- Photographing, videotaping or filming, unless authorized by Bluhawk Management.
- Unauthorized overnight parking or camping.
- Any unattended bags are subject to search and possible seizure.
Electric Recreation Vehicle Policy
At Bluhawk, we understand the growing popularity of electric recreation vehicles such as e-scooters, hoverboards, and e-bikes. While we appreciate their convenience, we must prioritize the safety of all our guests. Therefore, we have established the following guidelines for their use:
Compliance with Local Law
Bluhawk follows and is aligned with The City of Overland Park’s Ordinance No. TC-3512, which amended Section 12.04.135 of the Overland Park Municipal Code regarding electric-assisted bicycles and electric-assisted scooters.
Bluhawk-Specific Guidelines:
- Sidewalk Safety: Electric recreation vehicles are not permitted on sidewalks within the Bluhawk property. These areas are reserved for pedestrian traffic to ensure the safety and comfort of all visitors.
- Speed Limits: E-bikes cannot be ridden at speeds exceeding 20 mph on Bluhawk property. Electric-assisted scooters are limited to 15 mph maximum speed per city ordinance. You must follow all traffic signs and yield to pedestrians.
- Age Restrictions: Riders under 16 are prohibited from operating Class 3 e-bikes (throttle-assisted bikes that provide assistance up to 28 mph). Persons under 16 may ride as passengers on Class 3 e-bikes designed to accommodate passengers.
- Parking: Electric recreation vehicles must be parked in designated parking spots only. Do not leave them obstructing walkways, entrances, or common areas.
- Helmets: We strongly recommend wearing appropriate safety gear, including helmets, when operating any electric recreation vehicle.
- Ride Responsibly: Users are expected to operate their vehicles in a safe and courteous manner at all times. Reckless riding or stunts are strictly prohibited.
- Local Laws: All users must comply with local laws and regulations regarding the use of electric recreation vehicles, including Overland Park Ordinance No. TC-3512.
Failure to adhere to these guidelines may result in being asked to leave the property. We appreciate your cooperation in keeping Bluhawk safe and enjoyable for everyone.
